Job Description


Job Title: Project Director
Reporting to: Executive Director
Work Station: Eastern Uganda – Karamoja

Background
The African Network for the Care of Children Affected by HIV/AIDS (ANECCA) is a network of clinicians and social scientists across Africa working to improve the quality of health care services for women, children, adolescents, young adults and their families in Africa by strengthening the RMNCAHN platform. ANECCA is a registered NGO in Uganda with strong collaboration with Ministry of Health and other institutions.
The vision of ANECCA is healthy women, children, and adolescents in Africa; its mission is to improve quality health and HIV services for children and adolescents; with core values of Caring, Accountable, Respect, Excellence, Simplicity.

About the Project
ANECCA is responding to a Request for Applications (RFA) by USAID for a proposed transition award under Regional Health Integration to Enhance Services in Eastern Uganda (RHITES-E). If awarded, ANECCA will support the implementation of a district-based integrated package of quality HIV/AIDS and TB services to contribute to significant, measurable, and sustainable impact on the beneficiary population in five districts in the Karamoja sub-region of Eastern Uganda including: Abim, Kaabong, Karenga, Kotido and Moroto. The activity will support provision of comprehensive technical support, mentorship and facilitate targeted service delivery at both community and facility level. ANECCA will focus on improving the quality of integrated HIV and TB health services, working towards attaining the HIV 95-95-95 targets across all age bands and improving TB case detection, treatment and prevention services.

Project Director Roles and Responsibilities:
The Project Director will provide the overall strategic direction and technical oversight for the Project USAID Local Partner Health Services – Karamoja and will also have the primary responsibility for liaising with USAID and other stakeholders in Uganda. As part of overseeing and ensuring successful program implementation, the PD is expected to set the technical vision and approach along with managing multiple project teams and consortium members. The PD will also safeguard the Project’s and organization’s resources by complying with award terms and conditions, USAID- and all other applicable policies and regulations mitigating risks of fraud, waste and abuse in all aspects of project operations and administration.

The PD’s roles and responsibilities also include, but are not limited to, the following:
• Responsible for the technical leadership and managerial oversight in the design and implementation of project strategy in alignment with the Project’s key objectives and expected outcomes;
• Provide overall support during program implementation, with emphasis on technical components, including overseeing key personnel, technical project support, and all subgrantees;
• Design and oversee annual project planning cycle to develop comprehensive annual work plans, detailed implementation plans and results reporting for the project;
• Ensure efficient function in administrative and financial processes and in full compliance with ANECCA’s standards, protocols, guidelines and processes ensuring maintenance of adequate internal controls;
• Ensure monitoring and continuous learning and adaptation of project implementation as indicated by project results and in consultation with USAID and ANECCA head office team;
• Ensure close collaboration with the Ministry of Health, and USAID, as well as other implementing partners and collaborators;
• Report regularly to the USAID Mission to ensure transparency and awareness of project development and implementation, remaining cognizant of issues or challenges as they arise;
• Represent the project at meetings with funders, MOH officials, roundtables, working groups, conferences;
• Contribute to overall knowledge management strategies through demonstrative thought leadership and participation at senior levels of influence to strategically direct funding and investments at the local, country, regional and global level;
• Maintain close working relationships and partnerships with other Project Directors within Uganda and globally;
• Perform other related duties as assigned and/or agreed upon with the supervisor/HQ.

Minimum Qualifications:
Required Experience & Qualifications
• Master’s Degree in Public Health/Health Administration, social sciences or a related field;
• Minimum of 10 years of progressively increasing responsibility in a leadership/management role (such as COP, DCOP, Project Director) for large comprehensive and complex international development assistance in HIV/AIDS and health programs in sub-Saharan Africa
• High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders;
• Excellent organizational, analytical and oral and written communication skills in English;
• Excellent skills and experience in collaborative working relationships with senior level government leadership and internal teams, partners, donors, host country institutions, and other international organizations;
• Previous experience working on US government programs will be considered an asset.
• Strong demonstrable experience and knowledge in multiple/various technical approaches such as, but not limited to, QI/QA, M/R&E, HIV/PMTCT, HSS, SBCC, MNCH, and service delivery/clinical training;
• Demonstrated capacity to manage for results.

Desired Experience & Qualifications
• Doctor of Medicine, or Ph.D. in public health, medicine, social sciences or a related field is an advantage;
• Working knowledge of and/or experience with USG-funded program management, policies,
• regulations, and procedures are desirable;
• Strong strategic planning and diplomacy skills;
• Ability and willingness to travel to international locations, as needed;
• Excellent negotiation skills with demonstrated capacity for negotiating with senior government officials or executives.
