Position Title: Project Director
Duty Station: Kampala, Uganda, with regular field travel
Contract Terms: 2 years renewable
Reporting to
: Head of Programs
Management Responsibility: Direct supervision of: Gender & Inclusion Advisor, Education & Transferable Skills Lead, Project Engineer, Partnership & Advocacy Lead

Position summary:
The Project Director (PD) is a senior staff position within WCC, Uganda, and a member of the Senior Management Team (SMT). The PD will provide overall leadership to the Bridge project, ensuring high quality, result-oriented program planning, implementation, monitoring, evaluation, reporting, learning and timely achievement of project milestones and objectives within approved budget.
The PD will represent the program to the Foundation, key government stakeholders, research institutions, and other partners, ensuring high levels of visibility and strong collaboration with relevant stakeholders, ensuring effective consortium management, building on the strengths of each partner to promote strong program integration and holistic service provision and capacity building of vulnerable refugee/host community youth, education, and skills development systems. The PD will proactively identify and mitigate potential risks, champion safeguarding within WCC and partner organizations.

Specific Responsibilities:
• Manage Program Relationships and networks (25%)
• Manage proactive and responsive relationship with the Mastercard Foundation in close collaboration with WCC National Staff
• Build a project relationship with MoES and participate in the relevant forums and technical working groups
Work with the Partnership and Advocacy Lead to ensure that project sub-grantees comply to the sub-award specifications and implementation guidelines

Program Implementation (35%)
• Direct and oversee project implementation, ensuring that all strategic objectives are met within approved budget and timeline through proper design, staffing, implementation, and quality assurance to achieve high quality results.
• Build a body of evidence and learning through a rigorous MEAL
• System in close collaboration with the Country MEAL Manager

Provide Leadership and HR management to program team (20 %)

Ensure proper technical capacity of staff to manage complex project interventions and partnerships and help ensure capacity building and trainings of team when needed
• Define, with each member of you line management, an individual action plan (IAP) on a yearly basis
• Support and advise your team in the implementation of the IAP and monitor their progress towards their predefined objectives
• Ensure good communication with your teams through regular coordination meetings and other information sharing mechanisms

Financial management (10%)
• Manage project budgets within approved spending levels and ensure timely financial reports to WCC Internal support structures, Mastercard Foundation, and key stakeholders
• Ensure that all project procurement follow the laid down and approved procedures by the Foundation and WCC.

Reporting (10%)

• Establish and maintain effective project reporting, monitoring, evaluation, and communication systems
• Submit timely, accurate and professional reports that meet Mastercard Foundation requirements

Requirements:
• Master’s Degree in International Development, International Relations, Rural Development, or equivalent demonstrable experience in relevant fields.
• Minimum of seven (7) years senior management experience of complex development programs with program leadership responsibilities.
• Strong technical skills in Education including working with TVETs and youth employment programing is desirable, or a specialization in at least one of War Child Canada’s programming areas
• Proven track record of managing multi-site projects including through a consortium approach
• Strong diplomacy skill: ability to establish and maintain good working relationships with partners, donors and other stakeholders in a sensitive environment.
• Excellent English writing ability and verbal skills for project proposals, reports, and communications.
