Job Description


The Distribution Assistant’s primary function is to ensure quality distribution outcomes by ensuring that persons of concern receive CRI’s in timely manner in accordance donor’s CRI approved scales.

KEY DUTIES AND RESPONSIBILITIES

Project development, implementation and reporting

  • Supervise all the volunteers working under his / her responsibilities, CRI/NFI distribution sectors
  • Identify gaps in service provision to refugees, proactively referring issues to relevant sectors
  • Work in close collaboration with relevant settlement stakeholders, OPM, refugee stakeholders, particularly to ensure community support and collaboration in the provision of emergency relief to new arrivals, refugees and/or particular individual cases
  • Ensure diversity and inclusion of protection considerations are mainstreamed across the sector under his/her remit during distribution exercise
  • Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner while ensuring AGD at all times.
  • Ensure that all documentation and necessary procedures for the distribution of NFI’s. In cases where accepted standards of service provision in these sectors need be deviated from, provide justifications to and seek approval of the Programme Manager or his/her representative
  • Work in close collaboration with refugee stakeholders (Community Leaders, Elders, Representative Committee) to ensure a wide acceptance of settlement activities in particular and facilitate dispute resolutions regarding the provision of humanitarian services in general, and NFI provision in particular
  • Ensure activities implemented are compliant with SPHERE standards and the DRC Code of Conduct
  • Write daily, weekly and monthly distribution reports and assist in writing monthly reports as required by his/her supervisor. Ensure daily verbal feedback on urgent issues reported
  • Any other duties assigned

Coordination and representation

  • Develop relationships with a range of key stakeholders, Local Government and other stakeholders on the distribution thematic areas at the field level in liaison with Distribution Officer.
  • Representation of DRC and active participation in the local distribution working groups and any other meeting as requested.
  • Close co-ordination in project implementation with partners (UN agencies and national/international NGOs), including referrals, distribution gap analysis, advocacy.
  • Work closely with the other program components to maximize program output and impact.

Staff development and management

  • Provide technical and programmatic leadership for community based structures within the operational area.
  • Conduct routine mentorship for distribution volunteers – through technical back stopping and to train duty bearers.
  • Uphold DRC’s code of conduct and principles on accountability.

Support management team to:

  • Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
  • Uphold DRC’s international code of conduct and principles of accountability.
  • Any other tasks as may be assigned from time to time.

Monitoring and Evaluation

  • Contribute to the daily quality implementation, monitoring and evaluation of projects and interventions.
  • Identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
  • Assist in participatory needs/vulnerability and capacity assessments of affected communities
  • Participate in project evaluations and assist in the analysis of results.

Additional tasks

  • On request, perform any other additional duties assigned by the supervisors in order to allow the organization to function optimally.
  • Adhere to DRC’s code of conduct.

Experience and technical competencies: (include years of experience)

  • Minimum of two (2) years’ experience working with vulnerable communities, basic needs and protection programming experience, and/or advocacy programs.
  • Experience in CRI distribution in line with Refugees operation.
  • Experience of working with UN or Non‐Governmental organizations.
  • Proficiency in English (written and spoken) is essential.
  • Good communication skills and ability to conduct training and awareness
  • Computer skills.
  • Good self-organization and basic management skills.
  • Familiarity with Monitoring & Evaluation for UN-funded projects desired.
  • Experience in motorcycle riding

Education:

  • Diploma in Business Administration, Social Sciences, Procurement and Logistics any other relevant qualification.
  • Degree in the above courses will be an added advantage.

Languages

  • Knowledge of the local languages spoken by South Sudanese and Congolese refugees is an asset.
