Job Description


Location: Kampala, Uganda. Mobilized to Albert Lake, construction sites or other cities if required.

Primary function
• To provide advisory services on the QHSE strategy, policies and procedures of HQ.
• Provide Support to meet the requirements of the QHSE Management systems of CNOOC Group.
• Assisting the site teams and managers by recognizing hazards and seeking to minimize risks whilst creating, maintaining and improving the health, safety, environmental and Quality standards.
• Champion QHSE initiatives in the workplace whilst ensuring that legislation is adhered to.

Responsibilities
• Recording any findings, highlighting any areas for improvement as well as any required modification to existing policies or procedures according to HQ requirement.
• Act as a Liaison between Company Management and Headquarters on all QHSE affairs and prepare QHSE Department reports in Mandarin/ Chinese to CNOOC-HQ.
• Communicate frequently with CNOOC HQ regarding the QHSE policy, procedure, process and oversee the Company QHSE programs/activities and promoting best practice.
• Monitor and review regular site performance through weekly inspections and audits, including assessment of all Risk Assessments and Method Statements ensuring Company policies and procedures are implemented appropriately.
• Give advice on how to promote a positive QHSE culture throughout the company and supply chain.
• Ensure that the implications of changes in legislation and environmental, safety management techniques are communicated and implemented throughout the Company and Supply Chain.
• Ensure full implementation of the Company’s Accident Reporting Procedure.
• Agree remedial action with site management on any non
• conformance and carry out follow up review to ensure the appropriate implementation has taken place.
• Encourage a sustainable development culture through education on conservation of energy; reduce greenhouse gas (GHG) emissions etc. and long term affects to the local communities.
• Fulfil the role of mentoring the QHSE members as and when required.
• Other assignments from management.

Requirements
• Minimum 12 years’ Oil & Gas, petrochemical or refining industry experience.
• Suitable NEBOSH/IOSH or equivalent qualification.
• Lead auditor in either ISO14001 or OSHAS18001
• Crisis Management and Emergency Response experience.
• Proven skills to develop and maintain QHSE procedures and programs.

Knowledge
• Extensive knowledge of Chinese and international QHSE laws, regulations and Standards.
• Be familiar with national QHSE laws, regulations and standards Extensive knowledge of process and
• technology of HSE management.
• Good understanding of local and Chinese government systems.
• Familiar with local and Chinese culture.
• Good understanding of CNOOC HQ QHSE policy
• Extensive knowledge of oil and gas industry.
