DanChurchAid (DCA) is seeking applications from eligible applicants for the post of Senior Cash and Markets Officer to be based in Arua, West Nile, Uganda.
Job Summary:
The Senior Cash and Markets Officer (SCMO), under direct supervision of Disaster Preparedness and Response Project Manager is responsible for providing high level technical guidance and support on the design, implementation and monitoring and evaluation of DCA cash interventions in West Nile. Among the key tasks of the position holder include: build DCA and partners’ staff capacity in Cash and Voucher Intervention programing, map & liaise with financial service providers, lead and facilitate feasibility assessment (market assessment, beneficiary preference, transfer mechanisms available and transfer value, gender, government policies and guidelines related to cash transfer etc.); facilitate post distribution assessment to identify intended and unintended impacts of the cash intervention, and represent DCA in various cash platforms..

Main Tasks:
• Undertake in-depth assessment on the feasibility of cash as an appropriate transfer modality in a given locality.
• Participate in the design of new concept notes and project proposals involving cash as a modality.
• Provide technical oversight on the implementation, and monitoring and evaluation of cash transfer programs.
• Ensure clear and transparent beneficiary targeting criteria, safe and accessible transfer mechanism, timely distribution of cash, as well as a harmonized approach is applied both within DCA and with other agencies undertaking similar program.
• Conduct assessment on the possible implication of cash as a transfer modality on existing gender and other forms of inequalities
• Train and develop the capacity of DCA, local partners’ local government staffs on cash programing.
• Empower first responders including local partners districts officials to be able to monitor and systematically track market developments, including markets complaints, and ensure they are responded to with timely and effective feedback.

• Map financial service providers, and facilitate framework agreements signing to ensure safe, and timely disbursement of cash to beneficiaries.
• Follow up cash beneficiaries to ensure social protection concerns are addressed or else referred to protection partners operating within the settlements.
• Develop cash training manuals, and data collection tools for various assessments (baseline, Market assessments and PDMs) in consultation with MEAL team.
• Facilitate and lead Post Distribution monitoring to timely identify both intended and un-intended impacts of the cash intervention; and advice the management for adjustment as may be required.

• Ensure that all cash transfer activities are implemented in accordance with quality and accountability standards.
• Support and participate in household vulnerability assessments and develop appropriate response plan to address beneficiary protection related concerns.
• Generate quality and timely monthly, quarterly, and annual reports according to agreed reporting template.
• Produce quality communication materials such as SITRPS, and case stories to be used for advocacy for cash programing.
• Organize trainings and workshops, and document lessons learnt.

Required Qualifications and Skills:
• Bachelor’s degree in business, economics or another relevant disciplines.
• At least 5 years of senior level work experience in cash and markets-based programming
• Demonstrated experience inconducting needs assessments, market assessment and analysis (including familiarity with tools such as the Rapid Assessment of Markets (RAM), Emergency Market Mapping and Analysis (EMMA), Market Assessment Guidance (MAG) and/or similar tools etc.) and responsible analysis.
• Excellent strategic planning skills as well as analytical and organizational skills.
• Demonstrated experience to manage multiple priorities, keep deadlines and tasks efficiently.
• Excellent interpersonal skills, and ability to work both independently and as a team.
• CaLP training level 2 would be added advantage.
