Job Description


Overview of CHAI Uganda
In 2007, CHAI signed an MOU with the Government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria and diarrhea treatment; introduce point-of-care diagnostic technologies leading to scale up nationwide; introduce a new severe malaria drug which has saved thousands of lives annually; and many other initiatives. Currently, CHAI Uganda works with the Ministry of Health to support government programs in HIV, Malaria, Childhood Illnesses, Laboratory Systems and Drug Logistics, Vaccines, Sexual, Reproductive, Maternal and Newborn Health and, most recently, Cancer.

Position Summary
The Senior Manager, Finance and Operations will be based in Kampala and will lead the Operations cluster comprising of the Finance, procurement and IT functions. The Senior Manager will be responsible for effectively executing CHAI Uganda’s operating model from defining and implementing a coherent country operation strategy; leading and enabling strong team performance; defining and implementing strong systems and processes to ensure finance and operation are effective and efficient in delivering on the strategy. The position will supervise the Lead Accountant, Financial Analyst and IT Coordinator. Working closely with key partners such as legal, vendors, banks, audit firms and CHAI’s Finance team in Boston, the Senior Manager is expected to effectively manage inter-dependencies including any risks and issues arising.

Responsibilities
Leadership
• A thought partner to the Country Director and the Country Leadership Team
• Manage a team of highly motivated, high performing individuals with diverse work and educational backgrounds and collaborate with HR to lead and support talent management initiatives, succession planning and continuous feedback; within finance and operations cluster.
Introduce new and creative approaches, strategies, and/or concepts to improve efficiencies and effectiveness of the finance and operations.
• Advise and guides staff in all technical aspects of accounting to ensure compliance with CHAI Finance and compliance manual.
Provide overall management and coordination of the work of the finance and operation team in the country.

Finance and Operations Technical Oversight
• Oversee annual budget planning and development process, monitor expenditures and variances, and proactively manage reforecasting processes.
• Ensure country cash flow needs are effectively managed.
Prepare strategic monthly and financial reports for the Country Leadership and Program Management Team to ensure effective and efficient management of program resources in line with country strategies and operating plans.
• Oversee the coordination of annual statutory audit process, donor audits and periodic internal audits, serving as the primary liaison with audit firm(s).
• Ensure that the organization remains in good standing with tax obligations in-country
• Develop understanding of all relevant national laws and legal obligations pertaining to CHAI’s operations in Uganda to ensure comprehensive CHAI compliance and avoid any undesirable effects on CHAI in Uganda or globally
• Working closely with the Country leadership team, ensure a harmonious and legal compliant relationship between CHAI Uganda and all vendors and contractors.
• Oversee grant and donor compliance requirements are met.
• Manage the development and implementation of systems, policies, and procedures to ensure compliance with donor funding requirements.
• Ensure all fiscal policies, procedures and documentation requirements are adequate to protect the organization.
• Develop and implement a robust risk management framework to minimize any risk to CHAI Uganda.
• Providing an oversight of payroll reconciliation according to CHAI rules and regulations.
• Provide an oversight over the country office procurement function and make sure all contracts are awarded through a competitive process.
• Manage the operations team in making sure all agreements are contracted according to statutory laws and there is constant monitoring and proper vendor management.

Relationship Management
• Develop new relationships and strengthen existing ones with partners who are critical to the continued excellence of CHAI Uganda operations.
• Ensure cooperation and support from internal and external stakeholders.
• Nurture positive and trusted relationships with stakeholders.

Problem Solving
• Proactively identify and address financial matters.
• Collaborate with the Country Director and Management team to resolve problems.
• Quickly identify and resolve management matters.
• Develop comprehensive solutions to resolve problems.
• Proactively seek guidance on CHAI best practices

People Management
• Supervise and provide mentorship and training to finance and operations team.
• Promote professional development amongst direct reports through coaching and mentoring.
• Collaborate with direct reports to proactively address and resolve performance matters for the finance and operations team.
• Bring team members together to function as a cohesive and productive finance and operations team.

Financial Management
• In collaboration with cluster leads, manage multiyear/multimillion-dollar program budget.
• Guide development of well-structured costed work plans, budgets, and expenditure reports and ensure that team resources are allocated accordingly.
• Track financial obligations and expenditures of donor(s) funds.

Qualifications
Experience
• A minimum of 7 years of experience in a demanding results-driven environment, including at least 3 years of successful experience in a senior management role managing staff and directing a division/ business unit.
• Strong experience in Finance and Operations management in NGO settings.
• Experience being a tenacious manager, role model and team player who demonstrates exceptionally high performance and harnesses the same from a diverse, talented, and dynamic team.
• Experience conceiving, planning and executing projects with verifiable results.
• Prior experience having final responsibility for the quality and content of all financial data, reporting and audit coordination.
• Strong experience in leading and managing in a fast-paced and changing environment, both internally and externally.
• Demonstrated and meaningful achievements within the constraints of time and budgets.
• Strong experience in effectively managing large grants with a diverse set of demanding donors,
• Experience working in a multicultural organization with values focused on an inclusive and respectful workplace.
• Ability to effectively scope problems, anticipate and pre-empt emerging issues, and make decisions with conviction even in highly ambiguous contexts.
• Demonstrated ability to learn quickly, connect the dots and act upon technical information and translate scientific knowledge into actionable insights for decision-making.
• Initiative-taker and a systems-thinker with a passion to create, implement and improve systems and processes.

Skills and Qualifications
• Advanced Degree in Accounting, Finance, Business Management or other related field.
• Experience working in management NGO or consulting, or similar fast-paced, output-oriented environments.
• English language fluency, both written and verbal, required.
• Excellent business-oriented verbal, visual, and written communication skills.
• Outstanding analytical skills and insight.
• Ability to navigate complex regulatory and financial processes with multiple influencers, and effective at negotiating and achieving consensus.
• Highly skilled in relevant computer applications, particularly QuickBooks, MS Excel and Word.
• Proficient with working on highly complex problems without extensive structural or operational support.
• Experience working and communicating with regulatory officials and multilateral organizations in Uganda.
