JOB DETAILS:

The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) is an International Partnership that provides grants to lower income countries with high HIV, Malaria and Tuberculosis disease burden including Uganda. The Fund also supports health service delivery through grants that are dedicated to health and community systems strengthening. These resources are additional to and not a replacement for financing to the health sector from recipient Governments. Recipient Countries are required to demonstrate transparency, traceability, attribution and efficient accountability of the resources.
The Ministry of Health (MoH) has received funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) under the ongoing grants that run from 2018 to 2020(apparently on new grant making 2021-2023). Part of this grant is for sourcing for eligible talent to cover human resources gaps in the Ministry of Health in order to strengthen its capacity. The Ministry of Health therefore seeks to invite suitably qualified Candidates to fill ten (10) existing vacant positions based at the MOH headquarters whose job description and person specifications are indicated below.
Job Title: Senior Finance Officers (SFOs) 3 Positions
Reports to Finance Manager GF-MOH
Hours of Work: Full time
Location: The Position is based in Kampala
Engagement Terms: 2 years Contract Renewable upon Performance

Department Summary

The Global Fund Finance Unit is responsible for all financial functions including, accounting, payments, payroll, budgeting, financial reporting, and compliance The Global Fund Finance Department ensures compliance with donor regulations as well as Global Fund’s internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the National Facilitator and the Proaram team to ensure that financial resources are used efficiently and effectively.

Overall Purpose/Broad Function:

The Senior Finance Officer is responsible for all aspects of financial management of the country program, ensuring compliance with Global Fund internal policies and procedures as well as donor regulations.

Key Duties and Responsibilities:

• Oversee and manage daily program-wide accounting and finance functions including timely recording of transactions, cash management, payroll, Inventory management, Advances Ledger, and payables.
• Plan and implement systems for financial operations in the country office and in area program offices in accordance with donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
• Train and supervise finance staff in the program.
• Prepare Financial Performance reports that track expenditure for effective monitoring in a timely and accurate manner. Prepare monthly management reports including expenditures by cost center/project and other financial information, in a timely and accurate manner.
• Prepare financial reports, for review to donors in line with donor requirements and templates.
• Assist in developing annual fiscal year budgets together with the Finance Manager.
• Continuously stay abreast with donor policies, procedures, rules and regulations, compile and update applicable local policies, train Global Fund staff in these policies.
• Ensure compliance with Global Fund financial policies and procedures
• Other duties as assigned.
Supervisory Responsibilities:
• This position supervises Accountants in the Finance unit

Education Professional Designations/Experience:

Bachelor degree/B.COMBBA, accounting or finance is required, plus a master’s degree in the relevant is required
• Minimum of Ten years of progressive financial management experience in both private and public sector required.
• Must be an active member of professional bodies
• Demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports
• Strong accounting skills and experience, including management of financial transactions, journal entries, payroll, advances Leger and Statement of Financial Position
• Undisputed financial integrity.
• Prior staff supervisory experience and strong organizational skills are desired
• Excellent computer skills.
• Excellent oral and written English skills.
