Job Description


Scope of Work
The scope of work will include but is not limited to the following:-

i. Take responsibility for ensuring that all Project Coordination Unit staff and
implementing agencies are well informed of the relevant regulations and
legal requirements for the implementation and coordination of the EASP;
ii. Assist the EASP Implementing Agencies in addressing legal matters during
project implementation. Such matters could range from Resettlement Action
Plan (RAP) implementation, procurements, contract management, etc;
iii. To interpret and brief the EASP Coordination Manager on all legal matters
pertaining to EASP implementation and those raised by the Implementing
Agencies;
iv. Provide relevant information to the Solicitor General on any legal
proceedings pertaining to the EASP project implementation;
To spearhead the drafting and review of any legal documents such as
Financing Agreements, Project Contracts, Memoranda of Understanding
(MoUs), Project Implementation Agreements and any other legal
documentation;
vi. Support the Solicitor General in Court hearings or cases involving the
EASP;
vii. To interpret and brief MEMD Top Management on legal matters pertaining
to the EASP;
viii. Prepare and submit monthly reports on the undertakings and progress of all
legal proceedings under the EASP;
ix. Carry out any other duties as assigned by the Project Coordination Manager
(PCM) provided these duties contribute to achieving the development
objectives of the EASP project.

1.4 Person Specifications
a) Qualifications

i. Bachelor’s Degree in Law from a recognized University.
ii. Master’s Degree in Law or equivalent Degree in a relevant field from
recognized institution.
iii. Post-graduate diploma in Legal Practice obtained from the Uganda
Law Development Centre (LDC);
iv. An advocate of the High Court of Uganda with a valid practicing
certificate.
b) Experience
i. At least eight (8) years of relevant professional experience, four (4) of
which must have been at senior level in handling legal matters (high
value infrastructure contracts, land acquisition, etc.), land
management including servitude registration, and resettlement
management practices related to large infrastructure projects;
ii. A good knowledge and understanding of Ugandan Land Laws and
Conveyancing practices is preferred;
iii. Demonstrated experience in handling legal matters in the
development/ implementation in at least two energy projects
financed by Development Financial Institutions such as the World
Bank, ADB, AFD, JICA, China Exim Bank, SIDA, NORAD, KfW,
India Exim Bank, Islamic Development Bank, etc;
iv. Experience working with key stakeholders including Government
Ministries, Departments and Agencies (MDAs) as well as
Development Partners is an added advantage.
