Job Description
Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development – bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Amudat, Yumbe, Arua, Kasese and Kampala. The IRC will be moving into additional/new locations in refugee settlements in Kiryandongo and Zombo.
The IRC is currently implementing its health and nutrition program in West Nile and Acholi focusing on providing primary health care services to refugees in their settlements. Similar services will be extended to the new locations starting January 2020.
The IRC is seeking a Senior Research Officer to be based in Kampala to support the in-country design, development, management and implementation of the research, learning and evidence generating activities for a 30M+ euro five-year, multi-stakeholder urban livelihoods programs implemented in Kampala and Nairobi. This position focuses exclusively on the research being conducted within Uganda.
The Senior Research Officer will be a part of the Re:Build country project team and the Economic Recovery and Development (ERD) technical unit. The Senior Research Officer will be based in IRC’s country office in Kampala, Uganda.

Job Overview:
The Re:Build Senior Research Officer will play a critical role in the Re:Build project. The Re:Build Senior Research Officer will be specifically responsible for: (i) ensuring administrative and logistical aspects of the Re:Build research program are carried out successfully; and (2) supporting the Re:Build Researcher in ensuring studies adhere to IRC research quality standards. The Snr. Research Officer position will be responsible for leading the implementation of Re:Build research initiatives, pilots, and randomized controlled trial(s) in Uganda. They will work closely with the Re:Build Uganda program team, M&E staff, Re:Build Researcher, Deputy Project Director and the research partners.

Duties and Responsibilities:
•Responsible for all in-country activities to ensure that research activities under Re:Build run smoothly.
•Work closely with the program and M&E team to ensure research clients receive services, and that their data is captured accurately in the Re:Build database.
•Work closely with research and program teams at headquarters and in field programs to coordinate logistics and administration of research studies under the direction of the Re:Build Researcher
•Assist in data collection training, piloting, and implementation as needed, including possible programming of quantitative software for data collection
•Provide coordination support for dissemination events
•Adhere to research standards, including ethical approval protocols and other IRC research standards
•Ability to take initiative to implement administrative and logistical tasks needed within research projects with oversight from lead researcher.
•Under direction of the Re:Build researcher and investigators, support the implementation of qualitative fieldwork, often with refugees and selected host or vulnerable people, in different locations and contexts across the selected divisions of Kampala. This includes identification of clients.
•Carrying out desktop research, using a range of methods and sources of data on livelihoods, social cohesion, and other topics related to the Re:Build research focus
•Support in preparing and following up on applications for research ethics permits/approvals
• Making sure our work is participatory and supporting coordination with many stakeholders, clients, government agencies as well as development partners including working with peer researchers.

Qualifications
•Bachelor’s degree or Post graduate training in Statistics, Social Sciences, Economics, or related field is required.
•Minimum five years of research project experience at a field research management or analyst position for candidates with a post graduate degree. Minimum eight years of research project experience for candidates with a bachelor’s degree.
•Experience supporting coordination of data collection activities, including experience with Excel and SurveyCTO or CommCare
•Strong written communication skills.
•Excellent command of English, both spoken and written.
•Excellent management and organizational skills, including attention to detail
•Demonstrated ability to coordinate work effectively over email and phone.
•Flexible, self-motivating and team player.
•Demonstrated ability to manage relationships with stakeholders (PI and partner organizations)
•Demonstrated commitment to IRC’s high standards of data quality.
