The Makerere University School of Public Health Monitoring and Evaluation Technical Support (Mak SPH-METS) Program is a five-year (2020-2025) CDCfunded Cooperative Agreement. The MakSPH-METS program emerged out of the growing recognition of the importance of evidence-based decision making for an AIDS Free Generation in Uganda. The overall purpose of the Program is to establish coordinated and effective national and district systems for the management of strategic information for a robust HIV response.

Team Lead Systems Development
Reports to: Senior Technical Officer – Data Science and Informatics
Position Summary:
The Systems Development Team Lead will work closely with all other METS team members in a coordinated, collaborative, and cooperative manner to ensure realization of a functional National M&E system. He/She is responsible for leading the coordination of a team of Health Information System Analysts and Software Developers to ensure a coordinated and timely delivery of Health Information System products.

Responsibilities:
• Work closely with product leads (HIS Analysts) to understand stakeholder requirements and associated work plans. Create and continually update product roadmaps for all METS-developed information systems.
• Assist HIS Analysts in the collection and documentation of user’s requirements, development of user stories and help translate these into technical requirements for the development teams.
• Plan and document technical specifications for features or system design. Participate in peer-reviews of solution designs and related code.
• Lead and direct the development teams in the design, coding, testing, and debugging of applications. Ensure the team produces testable, scalable, and efficient code and participate in code reviews.
• Guide team development efforts towards successful project delivery using task tracking software (e.g. Asana, Trello) and team collaboration tools.
• Provide technical leadership to teammates through coaching and mentorship. Maintain high standards of software quality within the team by establishing good practices and habits.
• Assess opportunities for development process improvement. Provide mentorship and direction to team members in implementation of process improvements.
• Research and evaluate a variety of software development tools and methodologies for potential use within the team.

Qualifications and Experience:
• Bachelor’s Degree in Computer Science, Software Engineering, or a related field
• A minimum of 5 years’ experience in the development and delivery of software systems
• Experience with distributed version control systems and automated deployment environments in software development is required
• Experience with agile development methodologies including SCRUM is highly desirable

Knowledge, Skills and Abilities
• Knowledge and skill with modern programming languages popular within the open-source community (e.g., Python, Java, JavaScript)
• Previous experience in development of medical or public health related systems is highly desirable
• Strong communication skills with both internal team members and non-technical stakeholders
• Self-driven initiative to improve solutions, systems, and processes
