The Technical Director, IHSD will be responsible for technical oversight of integrated health service delivery and technical assistance activities for MNCH, FP/RH, nutrition, and WASH at the facility and community levels. This position reports to the Chief of Party (CoP), collaborates with the Technical Director, HIV/AIDS and HSS, and provides direct supervision to other technical staff. This position will ensure that the Uganda Health Activity (UHA) meets service delivery goals, quality standards, and reporting requirements.
- The Technical Director, IHSD will provide overall technical leadership in the areas of WASH, MNCH, and FP/RH
- This position will also coordinate among USAID, donors, other health IPs, and numerous Government of Uganda (GoU) institutions and representatives, particularly at the regional and district levels for integrated health service delivery activities.
- Provide overall technical guidance and direction to ensure that work plans and activity tasks are technically compliant with USAID, GoU, and internally recognized standards and protocols.
- Represent the UHA at various technical working groups, fora, and meetings.
- Assist the CoP consortium partners’ technical contributions.
- Responsible for project programmatic and financial reporting.
- Provide direct supervision to project directors.
- Identifies areas of risk in a timely manner and works to mitigate their impact by instituting systems that seek to minimize fraud, waste, and abuse.
- Perform other related duties and responsibilities as assigned.
- MD or Nursing degree
- At least 10 years of experience in managing and/or implementing integrated health service delivery or technical assistance programming addressing MNCH, FP/RH, nutrition, and WASH in a similar context, with at least three of those years working in Uganda as a senior advisor or staff member.
- Experience and expertise in evidence-based, facility- or community-based MNCH, FP/RH, nutrition, and/or WASH service delivery approaches.
- Experience with and knowledge of quality improvement approaches for family planning, MNCH, nutrition, or WASH.
- Ability to effectively interact and collaborate with a broad range of stakeholders in the public and private sector, other donors, academia, and other key stakeholders.
- Experience supervising technical staff in the implementation of integrated services programs.
- Excellent interpersonal skills, the ability to communicate both verbally and in writing in English, and the ability to make technical public presentations.
- Previous work experience in East Africa strongly preferred.
- Previous experience working in Uganda preferred.
- Experience designing youth and gender sensitive interventions a plus.
- Existing relationships with Ugandan stakeholders a plus.
